NEW DATE- WEDNESDAY, JUNE 5- Referendum will be held in Town Hall Meeting room 12-8pm with a Special Board of Selectmen’s Meeting to follow. The referendum is to vote on the government budget, board of education budget and the capital projects budget only.

Warning of Annual Town Budget Meeting Wednesday, May 29, 2024
And Adjourned Referendum Wednesday, June 5, 2024
This public meeting is being held in person and will be livestreamed on the town YouTube channel which is: Town of Voluntown, CT-Government,https://www.youtube.com/channel/UCXdF6kZQMhDVNetgjDX2MAQ. Eligible residents and electors must be present in person to participate and vote.
The electors and citizens qualified to vote in the annual town meeting are hereby warned that the Annual Town Budget meeting will be held on Wednesday, May 29, 2024 at the Voluntown Elementary School, 195 Main St, in Voluntown, CT, at 7:00 pm for the following purposes.
- To appropriate the funds necessary for the Board of Selectmen’s Budget for the Fiscal Year 2024-2025 in the amount of $2,640,706.
- To appropriate the funds necessary for the Board of Education Budget for the fiscal year 2024-2025 in the amount of $7,301,475.
- To appropriate the funds necessary for the Capital Projects Budget for the Fiscal Year 2024-2025 in the amount of $410,000.
To consider and act on the following Resolutions:
- BE IT RESOLVED THAT THE TOWN OF VOLUNTOWN shall approve the sale of 2 Church Street for the sale price of $40,000 to David and Laureen Blanchette.
ITEM 4 PASSED: 25 YES, 4 NO
- Be it resolved that the Town of Voluntown does hereby adopt the proposed amendments to the Building Code ordinance.
ITEM 5 PASSED: 27 YES, 1 NO
- Be it resolved that the Town of Voluntown does hereby adopt the proposed amendments to the Building Permit Fee ordinance.
ITEM 6 PASSED: 26 YES, 0 NO
At their meeting held on May 21, 2024, the Board of Selectmen voted, pursuant to CGS § 7-7, that items #1-3 of the Call of the Annual Town Meeting be submitted to a referendum vote at an Adjourned Town Meeting to be held on Wednesday June 5, 2024 at the Voluntown Town Hall, 115 Main Street, in Voluntown, CT from 12:00 PM to 8:00 PM The question on the ballot label at said referendum shall read as follows:
- SHALL THE TOWN OF VOLUNTOWN APPROVE A FY 2024-2025 BOARD OF SELECTMEN’S BUDGET IN THE AMOUNT OF $2,640,706.00.
ITEM 1 PASSED: 87 YES, 30 NO
- SHALL THE TOWN OF VOLUNTOWN APPROVE A FY 2024-2025 BOARD OF EDUCATION BUDGET IN THE AMOUNT OF $7,301,475.00.
ITEM 2 PASSED: 86 YES, 39 NO
- SHALL THE TOWN OF VOLUNTOWN APPROVE A FY 2024-2025 CAPITAL PROJECTS BUDGET in the amount of $410,000.00.
ITEM 3 PASSES, 94 YES, 31 NO
Voters approving the recommendation of the Board of Selectmen will vote ” Yes” and those opposing the recommendation of the Board of Selectmen will vote “No”.
Absentee ballots for the June 5, 2024 referendum shall be available from the Town Clerk during its regular business hours.

FY 24/25 Budget Information

Voluntown Residents,
The Board of Selectmen approved the 2024-2025 General Government Budget Proposal at the April 23, 2024 meeting. The 2024-2025 General Government Budget Proposal shows an increase of $169,834.
A public hearing for the proposed general government budget will be held on May 7 at 6:00PM at the Town Hall Meeting Room. It will be livestreamed on the Town of Voluntown- Government YouTube channel (https://www.youtube.com/channel/UCXdF6kZQMhDVNetgjDX2MAQ) where the hearing can be viewed only. Questions must be asked in person, or submitted to the Board before 4:00PM on May 6 to jzelinsky@voluntown.gov. Questions submitted via email will be answered during the Public Hearing.
2024- 2025 General Government Budget Proposal Key Changes:
- Service contracts and general expenses have increased.
- The Town Hall Aid position has increased hours.
- Public works truck repairs and maintenance has increased. Tree removal expenses have increased and more money is needed for the line item (as opposed to keeping a recurring expense as a capital project).
- Public Safety fire protection costs have increased.
- Early voting expenses have been added for the 2024 election.
- Due to changes in state reporting, LoCIP funding needs to be accounted for as an expenditure. It is counted also as a revenue.
The Board of Education is still finalizing their proposed budget so an estimate can not be made yet on the mill rate change.
